Two Chelsea bars with all-alcohol licenses face disciplinary hearings before the city’s Licensing Commission on Thursday, November 12, at 6 p.m. in the City Council Chambers at City Hall, 500 Broadway. The commission has the power to grant, suspend or revoke liquor licenses in the city.
Torito Restaurant and Lounge, 73 Winnisimmet Street
The agenda lists a disciplinary hearing for Axe Entertainment, Inc., which does business as Torito Restaurant and Lounge at 73 Winnisimmet Street. It cites 16 sections of the commission’s rules and regulations: 2.06(a) and (b); 2.07(b), (c), (d), (f), (g), (k), (l) and (o); 2.15(a), (b), (c), (d) and (g); and 2.17(a). The agenda does not say what conduct is alleged, and the city has not posted the rules on its website.
The same hearing was first listed for a special meeting of the commission on October 29. At the commission’s October 8 meeting, Chair Marnie MacAlpine announced the special meeting for a disciplinary hearing involving a single establishment; the licensing department said the paperwork had not arrived in time for that night’s agenda.
Chelsea Walk, 416 Broadway
The hearing for Fannies Place Inc., which does business as Chelsea Walk at 416 Broadway, returns after being postponed on October 8. It concerns two sections of the rules, 2.08(c)(6) and 2.08(p), and Chelsea police report 26-02640. In October, MacAlpine said the police department did not have the surveillance video ready, for an internal reason she described as not related to the establishment, and the officer who investigated could not attend. The commission continued the hearing so the officer could speak and the video could be shown.

License renewals are due now. Liquor, entertainment, common victualler, lodging house and constable licenses expire December 31, and renewal applications are due by November 27, the licensing department said in October. The commission’s next regular meeting after this one is December 10.
