BOSTON — Governor Deval Patrick announced yesterday that two outpatient veterans clinics would be reopening after having been shut down due to state budget reductions. The Patrick administration had ordered the closure of these outpatient clinics in December as part of efforts to address a $600 million budget shortfall. The facilities, located at state soldiers’ homes in Chelsea and Holyoke, had provided free medical services to veterans.
