Maritime Commission Revokes Medrano Express License
Multiple law enforcement agencies, including the Chelsea Police Department, have fielded numerous complaints in recent months about Medrano Express. The business has been operating in ways that authorities characterize as unethical and potentially unlawful.
Residents have entrusted the company with money and goods destined for various Latin American countries. However, once Medrano Express takes possession of shipments or funds, those items frequently fail to arrive at their intended destinations. This leaves both senders and recipients with no remedies, particularly since the business no longer maintains operations in Chelsea.
The Federal Maritime Commission took action last week by revoking the ocean transportation intermediary license held by Transporte Medrano, Inc., operating as Medrano Express. The company is prohibited from offering ocean transportation services going forward. Prospective shippers—whether consumers or businesses—should avoid sending cargo through Medrano Express or its representatives for international transport.
Chelsea detectives are investigating additional complaints working alongside other law enforcement agencies and affected residents. The FMC website contains guidance for anyone who shipped through Medrano Express and is experiencing delivery problems.
CHELSEA DRIVER CHARGED WITH 4TH OUI
A motorist with a history of drunk driving faced arraignment after his vehicle struck a cement pillar on a Revere Beach sidewalk roughly two weeks prior.
Henry Mazac, 61, of Chelsea, appeared in Chelsea District Court facing charges of operating under the influence of alcohol as a fourth offense, negligent operation of a motor vehicle, and a marked lanes violation. Prior OUI convictions stemmed from arrests in Malden during 1990, Cambridge in 1991, and East Boston in 1997, while an earlier 1983 arrest in Boston resulted in acquittal.
The case’s Assistant District Attorney Michael Lafleur sought $10,000 bail, though Judge Stephen Abany set it at $1,000. Conditions included refraining from driving, maintaining sobriety, and submitting to random alcohol testing.
According to prosecution evidence, Mazac’s 2006 Kia Sorrento was observed traveling northbound on Revere Beach Boulevard without headlights around 2:30 a.m. on Sept. 22. The vehicle collided with a cement pillar positioned on the sidewalk, displacing it from the southbound roadway into northbound traffic lanes before veering onto the sidewalk itself. Two crosswalk signs near the Jack Satter House elderly housing complex were struck and run over.
Upon a State Trooper’s arrival, Mazac exited his vehicle to inspect the damage. Prosecutors noted that the officer detected strong alcohol odor from Mazac’s breath and body. According to prosecutors, Mazac indicated he had consumed two drinks at Bill Ash’s Lounge and later visited Kelly’s Roast Beef.
Field sobriety tests produced concerning results, according to prosecution statements: Mazac could not properly recite the alphabet, maintain balance on one leg, or walk in a straight line. His Breathalyzer test registered 0.15 percent blood alcohol content—nearly double the legal driving threshold.
“I should have just gone home from Bill Ash’s,” Mazac reportedly stated after being informed of his arrest for operating under the influence.
CHELSEA MAN ACCUSED OF EASTIE WALGREEN’S ROBBERY
Working in concert, Boston Police, Chelsea Police and probation officers rapidly identified a robbery suspect from an incident on Sept. 2 in East Boston.
Darryl McClure, 44, of Chelsea, was brought before the East Boston Division of Boston Municipal Court on Sept. 9 facing one count of armed robbery. Prosecutor Janine D’Amico sought $10,000 cash bail and revocation of existing bail in pending drug matters. Judge Kenneth Fiandaca approved both recommendations.
D’Amico’s account to the court described Boston Police responding just before noon on Sept. 2 to a Walgreens in Central Square following a report of armed robbery in progress. Upon arrival, officers learned from a store clerk that an individual had presented a written message stating “This is a US robbery” and demanded all cash from her register. The suspect kept his right hand positioned in his sweatshirt pocket in a manner suggesting a firearm. The clerk complied, and the perpetrator escaped on a bicycle.
Video surveillance imagery was distributed among area law enforcement. Multiple officers—from Boston Police, Chelsea Police, and a probation officer assigned to East Boston court—recognized McClure based on previous interactions. Police obtained an arrest warrant, and McClure was taken into custody on Sept. 9.
At the time of the robbery, McClure was free on bail related to counterfeit drug distribution charges and possession of Class A, Class B, and Class E controlled substances.
JOHN SWEEP IN BELLINGHAM SQUARE
The Chelsea Police Department executed a focused operation on Friday Sept. 7 targeting prostitution as part of its broader efforts. Through the ongoing “Operation IMPACT” (Improved Methods of Patrol and Attacking Crime Trends) initiative, undercover officers worked to apprehend both providers and customers. Eleven arrests related to prostitution resulted, bringing the 24-hour total from Sept. 6 to 17 arrests.
Chief Brian A. Kyes stated that “The Chelsea Police Department will continue to conduct these operations that target not only Prostitutes but also their customer base or John’s. The Department will continue to focus enforcement on these types of crimes that affect the quality of life of Chelsea residents and we will continue to work with the District Attorney’s office in an effort to impose stricter sentences and fines”.
