Though buses could begin operating on the new Silver Line extension in Chelsea within a year, Phase 2 of the initiative—which encompasses a vital commuter rail station and a downtown Silver Line station—faces uncertainty as the state Transportation Department awaits notification regarding a significant federal grant.
City Manager Tom Ambrosino stated, “fblikebutton_button” “There is a funding issue with the construction of Phase 2. I believe the MBTA is putting in a TIGER grant for the funding. We’re hoping that will be successful. If that doesn’t work, we’ll have to look at alternate options. We’re certainly hoping that works out. It’s an important project for Chelsea and for the state.”
Phase 2 encompasses the relocation of the commuter rail station from its present site and the construction of a new station next to the Mystic Mall. Additionally, it calls for a Silver Line Station to be built downtown beneath the Washington Avenue Bridge—a station projected to be the network’s busiest. Grade intersection signals are also part of Phase 2.
The first phase of the Silver Line project maintains its schedule and could launch in spring 2017.
Ambrosino noted that “fblikebutton_button” “Phase 1 is still fully funded and the design for Phase 2 is fully funded as well. Nothing is being held up in terms of that phase and the MBTA indicates they are on time. We expect them to being offering service in early 2017.”
The Washington Avenue Bridge, which has remained closed to traffic since last July, is expected to reopen in September. Nevertheless, the ongoing Verizon phone worker strike poses a potential threat, as the utility company must reinstall utility lines once the bridge is finished.
Ryan Grannan-Doll of the Massachusetts Department of Transportation (DOT) explained: “fblikebutton_button” “The Washington Avenue Bridge is open northbound to emergency vehicles only as requested by the City of Chelsea since Jan. 16. The second phase of the Washington Avenue Bridge is scheduled to be completed by September 2016. They also estimate the bridge would reopen in September. However, the completion date could be delayed due to the ongoing Verizon strike.”
Ambrosino expressed hope that the MBTA will secure the grant, as it would substantially enhance the new system.
“fblikebutton_button” “It will work with just Phase 1, but won’t be as vibrant and aesthetically pleasing as it would be with Phase 2,” Ambrosino concluded.
