Councilor Judith Garcia Joins NALEO for Emergency Response Policy Institute in Nation’s Capital

Chelsea, Massachusetts

The National Association of Latino Elected and Appointed Officials (NALEO) Educational Fund, recognized as the nation’s leading Latino leadership organization, hosted the National Policy Institute on Emergency Response and Management from March 7-8 in Washington D.C. Councilor Judith Garcia participated alongside more than 30 Latino elected officials representing communities throughout the country.

Through the NALEO Educational Fund’s National Policy Institute on Emergency Response and Management, Councilor Garcia and fellow Latino policymakers—including some who had previously attended the NALEO Educational Fund’s Policy Institute on Emergency Planning and Preparedness—gained the chance to deepen their expertise in the Incident Command System (ICS 402) and its applications for responding to and recovering from various disasters and emergencies, as well as learn best practices for managing such crises.

“The training provided us with an in depth look at how our emergency responders operate in dynamic conditions,” stated Garcia. “By elected officials having an inside look into the incident management system, we can better appreciate the challenges and needs of our public safety personnel.”

The training brought together elected officials from 12 states representing different levels of government. Those in attendance hailed from Arizona, California, Colorado, Connecticut, Illinois, Indiana, Massachusetts, Michigan, Nebraska, New Mexico, New York and Texas.

The Policy Institute assembled state legislators and local policymakers with prominent experts from both public and private sectors for intensive professional development over two days, combining classroom instruction with interactive sessions. During this period, Garcia received current information, developed her governance capabilities, and collaborated with counterparts from across the nation to share ideas and best practices.
