On Thursday morning, December 7, law enforcement officers blanketed the Bellingham Square neighborhood in a coordinated action that resulted in multiple arrests. The individuals taken into custody faced warrants related to the unlawful sale of cocaine and heroin. This operation represented the culmination of undercover investigative work focused on street-level drug trafficking.
“This operation is an important piece in our all-encompassing effort in addressing the opiate issue in Chelsea,” said Chief Brian Kyes. “Our officers will continue to prioritize enforcement, community policing and to work with our partners to guide individuals suffering from addiction into treatment.”
Working jointly with the Everett Police Department, the Chelsea Police Department executed a three-month undercover investigation designated “Buy-Bye.” Officers obtained 20 arrest warrants targeting individuals involved in narcotics distribution within the Bellingham Square area. The probe involved obtaining a search warrant and making an arrest in Everett as well. Evidence supporting the warrants came from documented hand-to-hand drug transactions conducted with undercover operatives. Both Chelsea District Court and Suffolk Superior Court issued the warrants based on this evidence.
Investigators with the Chelsea Police Department expect to apprehend all 20 individuals named in the warrants.
By December 10, the following people had been arrested in Chelsea:
- Julie Maskell, 41, of Revere, arrested on one warrant.
- Luis Martinez, 49, of 108 Clark Ave., arrested on one warrant.
- Brittany Lopes-Rattigan, 28, of 2 Franklin Ave., arrested on two warrants.
- Robert Dellorfano, 37, of 15 Watts St., arrested on one warrant.
- Stacy Lightell, 43, of 10 Jones Dr., arrested on one warrant.
- Stanley Jeannis, 40, of Woburn, charged with distribution of a Class B drug, possession to distribute a Class B drug, possession to distribute a Class A drug, drug violation near a school and one warrant.
- Jimmall Marshall, 27, of 45 Fourth St., charged with distribution of a Class B drug (subsequent offense) and one warrant.
