During its November 14 meeting, the Chelsea Zoning Board of Appeals (ZBA) granted approval for a new apartment building at 25 Eleanor St., a site currently occupied by an industrial structure and parking area.
Eleanor Street Associates LLC, led by Michael Massamino, is behind the project. The existing facility contains 12 offices, two conference rooms, and a parking lot. Under the approved plan, a three-story residential building will replace it, featuring 20 units with 28 ground floor parking spaces—14 of which will be covered. The second and third floors will each contain 10 units, with no open space included. The ZBA granted approval subject to standard conditions.
The board also addressed several other matters:
- 24 Tudor Street: Opposition from a neighboring property owner was raised regarding conversion to three units. The hearing will resume December 12.
- 145 Cottage Street: Discussion was postponed to December 12.
- 67 Jefferson Ave: This application received approval.
- 73 Broadway: The owner seeks to maintain two units while optimizing space utilization. A resident from 62 Beacon St. offered support, noting the project would benefit the neighborhood.
- 94 Fourth Street: Patricia Simboli commented on the proposal, describing it as “highly challenged” given its direct adjacency to Dunkin Donuts. She raised concerns about parking and proposed securing spaces at another location. The matter was continued.
