On the morning of Thursday, Jan. 28, an early gathering took place as volunteers, city officials and state officials assembled to conduct the first official homeless count in Chelsea. Sgt. Jose Otero approached “Bobby,” who was hesitant to come out of his sleeping blankets and speak to the group. According to “Bobby,” he was a Chelsea resident who had lost his house. Medical personnel were summoned to the scene, though Bobby declined their assistance, explaining that he did not want to have to walk back to Chelsea from Everett when he would be released.
