During a detail assignment the previous week, Officer Robert Moschella grabbed a plastic police badge from his vehicle and presented it to a young girl interested in becoming a junior officer.
BUSTED ON SCOOTER
A Chelsea resident who had been convicted of OUI six times and whose driver’s license was revoked was detained pending a dangerousness hearing. He is accused of riding a scooter while his blood-alcohol content exceeded twice the legal limit and subsequently made threats to shoot “random civilians” in Brighton.
Peter McIsaac, 53, of Chelsea, appeared in Brighton Municipal Court on July 7 facing charges including operating under the influence as a fourth or subsequent offense; negligent operation of a motor vehicle; operating with a revoked license; malicious destruction of property; and making threats of death, injury, or substantial property damage under Ch. 269, Sect. 14, of the Massachusetts General Laws.
Following a request from Assistant District Attorney Margaret Hegarty, Judge Myong J. Joun ordered McIsaac held without bail pending a July 14 hearing to determine whether there is “clear and convincing evidence that no conditions of release will reasonably assure the safety of any other person or the community.”
Court records showed that McIsaac had OUI convictions from Middlesex County dating to 1985, 1989, 1990, 1991, 1992, and 1993.
On July 6 at approximately 10:20 p.m., state troopers discovered McIsaac’s red 2017 Agility scooter parked along Nonantum Road with its lights off and two men standing nearby. The men dispersed in opposite directions as troopers approached.
One of the men explained to troopers that McIsaac had given him a ride on the scooter earlier, stopping at a liquor store before they spent time together. The scooter had run out of gas just before the troopers arrived as they were heading back to McIsaac’s residence.
McIsaac allegedly staggered toward the troopers while they were speaking with the other man and claimed ownership of the scooter. Troopers immediately noticed his slurred speech and the strong smell of alcohol.
“I’m very intoxicated,” he allegedly added.
A check of McIsaac’s license revealed it had been revoked. Given his unsteady gait, troopers decided against administering field sobriety tests out of concern he might fall and injure himself. Believing McIsaac was intoxicated and had recently operated the scooter, they arrested him.
When McIsaac arrived at the Brighton barracks, he fell from the cruiser and needed help standing. He allegedly agreed to a breath test, which showed a BAC of .185.
After the breath test, McIsaac allegedly grew enraged and began making threats toward troopers, their families, and others. He allegedly claimed he had access to firearms and would “kill 15 people,” including uniformed officers, “random civilians,” and children, saying he “was wronged.” McIsaac allegedly urinated in his holding cell, necessitating a HAZMAT-certified cleaning company to respond.
ROBBED WITH A ROCK
Officers responded to Shop and Go at 354 Washington Ave. on June 26 at 9:51 p.m. after a panic alarm was triggered. Two males stood near the entrance while two younger males exited the store, and all four fled in different directions upon seeing police. Following investigation, officers apprehended a juvenile male.
The store clerk told officers that one male had threatened him with a rock while another male filled a backpack with merchandise.
The clerk identified the juvenile in custody.
A 16-year-old Chelsea youth was charged with Armed Robbery.
WARRANT ARREST
Officers located and arrested a male subject on June 28 at 5:57 p.m. near Shurtleff Street and Chester Avenue for two outstanding warrants. The warrants were for ABDW, POSSESS 94C, and CARRY DANGEROUS WEAPON. A knife was seized during the arrest.
Luis Rivera Rosario, 27, of 40 Marlborough St., was charged with carrying a dangerous weapon and two warrants.
FOUND WITH HEROIN
On June 29 at 3:50 p.m., officers went to 794 Broadway after receiving a report of two males sleeping in a vehicle. Both men were awakened upon arrival.
During the investigation, officers discovered a knife and a brown powdery substance suspected to be heroin. One subject was arrested on three active warrants.
The second male was released at the scene.
Martin Mateo, 43, of 41 Shawmut St., was charged with possession of a Class A drug (heroin), carrying a dangerous weapon and furnishing a false name.
HIT WITH BEER BOTTLE
A female subject was arrested on June 26 at 6:42 p.m. following an investigation into an incident that had occurred earlier in Chelsea Square.
The female allegedly struck the victim in the head with a beer bottle while he was using his cellphone in Chelsea Square.
Rene Rosales Vindel, 45, of 82 Pearl St., was charged with assault and battery with a dangerous weapon (bottle).
