Massachusetts House Speaker Robert DeLeo this
week revealed the specifics of the plan he introduced in February, which aims to
allocate $1.3 billion to tackle the growing impacts of climate change. A key
component of the initiative involves offering grants to cities and towns
throughout the state to support green energy projects and efforts to enhance
resilience against climate change, especially in vulnerable coastal areas.
The grant program, named GreenWorks, would be
financed through $1 billion in bonds and distributed over the course of ten
years. Managed by the state Executive Office of Energy and Environmental
Affairs, the program will enable local governments to apply for grants to fund
a range of projects focused on climate change preparedness and clean energy
production, with the goal of reducing carbon emissions.
The legislation also includes an additional
$295 million in state funding for energy infrastructure, such as $100 million
for municipal microgrid systems to improve the resilience of the electricity
grid and $125 million for electric vehicles in municipal fleets and regional
transit authorities.
There is now no debate that climate change is
taking place and that coastal communities, including the City of Boston, are
currently unprepared to deal with the combined challenges of rising sea levels
and more intense storms.
Speaker DeLeo’s GreenWorks initiative marks a
significant advancement in safeguarding our vulnerable coastline, while also
generating employment opportunities in the green energy and clean technology
sectors.
Considering the urgency and immediate need to
address climate change, which is progressing at an increasingly rapid rate, we
encourage our state senators to collaborate with Speaker DeLeo and the Mass.
House to submit a bill for Gov. Charlie Baker’s approval by the end of this
year.
