The Chelsea city council is addressing several significant matters, including a charter review, a capital improvement plan (CIP), and the upcoming city budget. Recent hearings have focused on the charter review process and how members will be selected, with some council members increasingly advocating that the city manager should reside in Chelsea. The charter review requirement has been referred to conference for further discussion among all councilors. Key questions being debated include the selection process for the Charter Review Committee and what modifications to the charter warrant consideration and discussion. Councillor Brian Hatleberg has advanced the CIP to second reading. The council’s next meeting, scheduled for Monday, April 26, is expected to feature further CIP discussion. At that time, councillors plan to assess the city’s primary infrastructure needs and equipment purchases. “We’re looking to repave Washington Avenue,” said Council President Leo Robinson. “Once we’ve approved the CIP, Washington Avenue will be a direct benefit of that vote,” he added. The city’s department heads are currently developing the budget, with their proposals and the city manager’s assessment forming the basis for a final budget document that requires city council approval. “We are planning a number of conferences regarding the budget in the weeks to come. During those meetings we’ll review the budget – councilors will question department heads about expenditures – and then everything will be put into righting, taken up and voted upon,” Robinson added. City Manager Jay Ash faces a legal requirement to present a balanced budget, meaning spending must align with projected revenue. “We’re hoping to hold the line on spending,” Ash told the Record.
