Carl Estrella, 44, residing at 15 Congress Ave. in Chelsea, faced arrest on outstanding warrants.
Wednesday, 3/8
Two individuals were arrested on warrants. Rigoberto Ramirez, 38, of 23 Eleanor St. in Chelsea, was taken into custody. Erica Salvati, 35, from 11 Dean St. in Everett, was also arrested on a warrant.
Thursday, 3/9
Three arrests occurred on this date. Lamont Boswell, 31, of 850 Broad St. in E. Weymouth, MA, faced charges for distribution of Class B drug and conspiracy to violate drug law. Jose Rivera, 31, of 855 Broadway in Chelsea, was arrested for possessing Class B drug and conspiracy to violate drug law. Francis Stephenson, 57, of 147 Summit Ave. in Chelsea, was arrested for trespassing.
Friday, 3/10
Mercedes Orellana-Portillo, 34, of 33 Chelsea St. in East Boston, was arrested on charges including operating under the influence of liquor, marked lanes violation, reckless operation of motor vehicle, and operating a motor vehicle unlicensed. Ramon Pagan, 55, of 444 Harrison Ave. in Boston, was arrested for trespassing and drinking or possessing an open alcoholic beverage in public.

Edwin Ibanez, 28, of 589 Broadway in Chelsea, was arrested for larceny from person. Mario Urrutia, 42, of 62 Cook Ave. in Chelsea, faced arrest for operating under the influence of liquor.
Sunday, 3/12
Osman Barilla, 31, of 23 Guam Rd. in Chelsea, was arrested for operating under the influence of liquor, unlicensed operation of motor vehicle, reckless operation of motor vehicle, and leaving scene of property damage. Charolin Rodriguez, 33, of 67 Marlborough St. in Chelsea, was arrested for disorderly conduct.

DRUNK DRIVING ACCIDENT
A hit and run incident occurred outside 166 Spencer Ave. on March 12 at 4:48 a.m. The reporting party provided officers with information and followed the suspect vehicle. Officers successfully located the motor vehicle on Guam Road and made contact with the male operator, who displayed signs of alcohol impairment. Following investigation, the subject was taken into custody.

BELLINGHAM SQUARE ARRESTS
Two arrests resulted from Chelsea Police surveillance efforts in Bellingham Square on Thursday, March 9, as part of ongoing drug-dealing reduction initiatives. Detectives developed probable cause through observations made around 1 p.m. and placed both subjects under arrest for illegal drug possession and distribution.
Lamont Boswell, 31, of East Weymouth, was charged with distribution of a Class B drug (subsequent offense) and conspiracy. Jose Rivera, 31, of 855 Broadway, was charged with possession of a Class B drug and conspiracy.
EVERETT MAN INDICTED
Motor vehicle homicide charges have been brought against an Everett man in connection with a hit-and-run crash that resulted in Marco Salguero-Cruz’s death in Chelsea last year. A Suffolk County grand jury issued indictments charging Jose Daniel Arevalo, 34, with motor vehicle homicide while operating under the influence of alcohol and leaving the scene of an accident causing death. The June 4, 2016, crash claimed Salguero-Cruz’s life. Since his arrest in Texas on Dec. 2, Arevalo has been detained without bail. His Superior Court arraignment date remains unscheduled.
According to prosecution accounts, Salguero-Cruz was struck by a silver Toyota Camry on June 4, 2016, near Washington Street in Chelsea. The driver departed the scene, and Salguero-Cruz subsequently died from his injuries at Massachusetts General Hospital.
Video footage from multiple cameras was recovered during the investigation by Chelsea Police detectives and State Police detectives assigned to Conley’s office. A private security camera’s previously-deleted footage underwent recovery and enhancement through Conley’s Forensic Multimedia Lab and the Massachusetts Attorney General’s Digital Evidence Lab, producing clear images of the driver allegedly involved in the fatal hit-and-run.
Public and media release of the images occurred in November. Following recognition of Arevalo in the images, someone familiar with him contacted investigators. Additional identification of Arevalo was independently established through witness statements, social media, and Registry of Motor Vehicles records, according to prosecutors.
Prosecutors noted that Arevalo fled to El Salvador two days after the crash but subsequently returned to the United States. His custody was taken on Dec. 2 in Texas, and he was returned to Massachusetts for a Chelsea District Court arraignment on Dec. 12.
ARRESTED FOR DRUNK DRIVING
Officers responded to 26 Gerrish Ave. on March 11 at 7:25 p.m. following a report of a vehicle collision with a parked, unoccupied vehicle. The male operator was located upon arrival and displayed apparent signs of alcohol impairment. Following investigation, he was placed into custody for OUI.
Mario Urrutia, 42, of 62 Cook Ave., was charged with operating under the influence of alcohol.
